There is a small team of in-house lawyers called Registrars who assist the Upper Tribunal judges. They deal with matters of procedure before an Upper Tribunal Judge decides whether to give permission for an appeal to be made.
Registrars may also deal with matters such as directing submissions from parties and directing hearings, until the case is ready to be decided by the Upper Tribunal Judge. They also undertake research for Upper Tribunal Judges.
You may ask an Upper Tribunal Judge to reconsider any decision that a Registrar makes on a procedural matter.
Registrars cannot make decisions on permission to appeal or decide an appeal. Such decisions can only be made by Upper Tribunal judges.
